In new portal, what is the equivalent of Mail -> Send Mail to send a mail to just a few DBIDs?

In portal 2 this is not done via campaign, and if we need to use campaign, I do not know how to use segmentation GAMER_TAG - EQUAL To -> value

Is it DBIDs separated by a comma?
